Derling Polanco Rosario

President and Founder

Derling Polanco Rosario was born in the Dominican Republic and has always had a heart for helping others. As a child, he was involved in charity work through the Church while also discovering his passion for music. His career as a DJ took him to many places, from the U.S. to the Caribbean and beyond, where he met people from all walks of life.

Living in different countries and experiencing different cultures opened his eyes to the struggles many communities face. It also showed him the power of kindness, connection, and giving back.

In 2025, he founded Fundacion 23 to support people in need in the Dominican Republic by providing food, medical aid, and educational programs. For Derling, helping others isn’t just something he does—it’s part of who he is.

Yajaira Santana Flores

Executive Assistant

Born in San Pedro de Macorís, Dominican Republic, Yajaira has always had a deep passion for helping others and has been involved in community efforts from a young age. She firmly believes that everyone deserves a chance at a better life and a stronger community.

​She understands the importance of compassion, communication, and access to essential resources. Through her role at Fundacion 23, she is committed to making a meaningful impact, ensuring the foundation continues to provide vital support to those in need.

Dra Patricia Vasquez Leguisamon

Community Wellness Director

Graduated from Universidad Central del Este in 2005, she has a diploma in Renal Health and a master's degree in Health with concentrations in Epidemiology and Hospital Management. She is currently the director of the Dr. Pedro María Santana Municipal Hospital in San José de Los Llanos, her hometown. She is recognized for her empathy, commitment and dedication to service.

With more than 16 years of uninterrupted experience as a physician assistant, she has worked in the Dialysis Unit of the Dr. Antonio Musa Regional Teaching Hospital, as well as in the Jaime Oliver Pino Hospital. She is currently part of the team of Servicios Médicos y Diálisis Manzano (Sermedima).

Wife and mother of four children, she finds in her family the strength to continue her purpose: to provide quality, humane and accessible medical care to anyone who needs it. Her empathy, solidarity and passion to serve define her both personally and professionally.
