Meet the dedicated team behind Fundación 23. Every member brings heart, integrity, and purpose to our mission. We work together with a clear goal: to deliver help directly to families and nursing homes in the Dominican Republic.

President and Founder

Derling Polanco Rosario

Derling Polanco Rosario was born in San Pedro de Macoris, Dominican Republic. He has always been passionate about helping others. As a child, he participated in charity work through the Church, while discovering his passion for music. His career as a DJ took him to many cities and states in the United States and the Caribbean, where he met people from all walks of life and from all over the world.

Living in different countries and experiencing different cultures, Derling discovered that no matter where you come from, you will always find a helping hand. Sometimes even without knowing you, someone will help you.

In 2025, he founded Fundacion 23 to help those in need in the Dominican Republic by providing food for nursing homes and families, welness assistance, and educational programs. For Derling, helping others is not just something he does, but part of who he is.

Executive Assistant

Yajaira Santana Flores

Born in San Pedro de Macoris, Dominican Republic, Yajaira has always had a deep passion for helping others. She has been involved in community activities since she was very young. She strongly believes that everyone deserves a chance to have a better life and a stronger community.

She understands the importance of compassion, communication and access to essential resources. Through her role at Fundacion 23, she is committed to making a meaningful impact, ensuring that the foundation continues to provide vital support to those in need.

Director of Community Wellbeing

Dra Patricia Vasquez Leguisamon

Graduated from Universidad Central del Este in 2005, she has a diploma in Renal Health and a master’s degree in Health with concentrations in Epidemiology and Hospital Management. She is currently the director of the Dr. Pedro María Santana Municipal Hospital in San José de Los Llanos, her hometown. She is recognized for her empathy, commitment and dedication to service.

With more than 16 years of uninterrupted experience as a physician assistant, she has worked in the Dialysis Unit of the Dr. Antonio Musa Regional Teaching Hospital, as well as in the Jaime Oliver Pino Hospital. She is currently part of the team of Servicios Médicos y Diálisis Manzano (Sermedima).

Wife and mother of four children, she finds in her family the strength to continue her purpose: to provide quality, humane and accessible medical care to anyone who needs it. Her empathy, solidarity and passion to serve define her both personally and professionally.
